  • Warren Power is a founding member of the firm and has more than thirty (30) years of professional legal experience.
  • Warren has an AV rating with Martindale-Hubbell's Bar Registry which is the highest attainable rating as to skill level and integrity. Warren earned his two (2) bachelor's degrees from Christopher Newport University in Virginia and his JD degree from Mercer University. Warren is admitted to practice before all State and Federal Courts in Georgia, the United States Eleventh Circuit and the United States Court of Federal Claims. Warren has also been admitted pro hac vice in Alabama and Tennessee and is a member of the Virginia Bar.​
  • Warren has lectured extensively on the topics of land use and eminent domain to members of the Georgia Bar since 2003, and is a Past Chair of the Eminent Domain Section of the State Bar. Warren is a Super Lawyer, has been recognized by U.S. News and World Report as a "Best Lawyers" of America since 2009 and has a "10/10" rating from AVVO Lawyers Rating, which is the highest attainable rating. Warren is a past fellow of the Litigation Counsel of America, an honorary trial lawyer's society, an honor received by less than one-half of one percent of American lawyers.​
  • Warren has extensive experience representing clients in land use matters focusing primarily in the complex area of eminent domain. Warren has represented the Georgia Department of Transportation in almost all of its highway projects in Henry County since 1997. Additionally, Warren represented the Department in improvement of projects in Butts, Clayton, DeKalb, Douglas, Fulton, Gwinnett, Jasper, Newton, Rockdale and Spalding Counties. Other governmental entities such as Butts, Clayton and Henry Counties, and the cities of Atlanta, Brookhaven, Decatur, Fayetteville and McDonough have retained Warren to represent them in their eminent domain projects.​
  • Warren has represented the U.S. Army Corps of Engineers and has served as a Special Assistant Attorney General for the Georgia Department of Natural Resources, the Georgia Regional Transit Authority, and the Technical College System of Georgia.​
  • Warren has also represented property owners against the local and federal governments. Warren has represented property owners against all of the cities in Henry County; the City of Riverdale, the City of Sandy Springs, Henry, Clayton, DeKalb and Bibb counties; and the United States of America.​

  • Ruthie is a native Atlantan and a graduate of Woodward Academy. She received her undergraduate degrees in Convergence Journalism and Political Science from Southern Methodist University in Dallas, Texas. Ruthie graduated from Georgia State University College of Law with her Juris Doctorate degree. While in law school, Ruthie interned with the Cobb and Gwinnett County District Attorneys' offices, and with Fulton County Superior Court Judges Craig Schwell and Wendy Shoob.

Anne W. Sapp

  • Anne Woolf Sapp is "of counsel" with the firm. Anne has more than 33 years of professional legal experience. Anne was a former partner at Dwyer, White and Sapp before starting her own firm of Anne W. Sapp, P.C.
  • Anne has represented the Georgia Department of Transportation her entire professional career, and has been a Special Assistant Attorney general since 1991, having served in such capacity under Attorney's General Michael Bowers, Thurbert Baker, Samuel Olens and Christopher Carr. Anne has specialized in handling eminent domain matters for the Georgia Department of Transportation all over the State of Georgia.
  • Anne has also served as outside eminent domain counsel for the City of Atlanta. Some of the projects that Anne has handled for the City include the Nancy Creek Sewer Tunnel Project, the Stockade Sewer Easement Project, the Vine/Rock Street Project, the West CSO Project and the Greenspace project.
  • Occasionally, Anne has represented property owners in eminent domain matters against various local governments.
  • Because of her experience in eminent domain matters, Anne has also been selected as a mediator by the parties and their attorneys to facilitate resolution rather than prolonging the litigation.


  • Seminar Instruction Experience: Has taught numerous continuing Legal Education courses on eminent domain and land use for more than 20 years including the National ABA Conference, Eminent Domain Trial Practice, Georgia Eminent Domain Trial Practice, Road and Access Law in Georgia, CLE International Eminent Domain Seminar, National Business Institute Eminent Domain Seminar.Successfully defended business loss claim in excess of 2.4 million Appointed Special Assistant Attorney General under Attorneys General Michael Bowers, Thurbert Baker, Samuel Olens and Christopher Carr for eminent domain and other real estate acquisition purposes.Acquired thousands of parcels of property for the State of Georgia as a Special Assistant Attorney General.Handled hundreds of condemnation cases for the State of Georgia as a Special Assistant Attorney General.Served as outside eminent domain counsel to the City of Atlanta by assisting in the acquisition of subsurface right of way for the City, DeKalb and Fulton Counties to construct. The Nancy Creek Sewer Tunnel Project - this project extended more than 8.25 miles and affected approximately 300 property owners.Has served as sole or lead counsel in over 50 jury trials.
